Professor John Martinez has spent more than 30 years in government, academia, and private litigation grappling with the question of the proper allocation of the costs of social programs. He began his career in the California Attorney General's Office doing environmental litigation on behalf of the State. He then became a deputy director of a state department in California. Since 1984, he has been a Professor of Law at the S.J. Quinney College of Law at the University of Utah, where he teaches Property, State and Local Government, Real Estate Finance, Land Use Controls, and a Takings Seminar.
He serves as a legal consultant to cities, counties, and state agencies in his fields of expertise. He also represents private developers in state and federal courts. Professor Martinez thus has hands-on experience with both sides of the governmental-private property divide.
Professor Martinez is the author of three major works that explore both sides of the governmental-private boundary: Government Takings, a one-volume treatise published by Thomson West in 2006; Local Government Law, a four-volume treatise published by Thomson West and supplemented annually; and State & Local Government Law - A Transactional Approach, a textbook published by Anderson Publishing in 2000. He has also written numerous articles, book reviews, and court decision summaries for periodicals.
